Dear Mr. McNeill:

This letter is in regard to your October 24, 1985 reply to my September 6, 1985 request regarding an allegation of inadequate instrumentation calibration and test procedures at the Hope Creek Generating Station. Based on our review, your response appears to satisfactorily address the specific technical concerns raised by the alleger. Howeve, the approach taken in'the evaluation of these concerns 'afiiears to be narrowly focused on the resolution of specific items that were identified, while not addressing potential broader implications of those concerns .or possible root causes. For example, the SAFETEAM evaluation

. focused on evaluating specific instrumentation and control calibration packages that were identified by the alleger. Changes made to those test packages, sub-sequent to receiving the alleger's concerns, were discussed. However, there is no indication that other test packages were reviewed to determine potential generic implications.and whether some retesting of equipment might possibly be required. This issue is of particular interest since it is 'not clear that the changes made to.the subject test packages would have occurred had the concerns not been raised by the alleger. A second example involved test package GJC-0062.

The SAFETEAM report indicated that this package was voided on September 12, 1985 because the calibration values did not agree with the calibration requirements and that a new test package would be issued. It's not clear from the report whether or not the calibration was incorrectly performed and if it was, how any potential generic implications were assessed.

Based on the above observations, I am requesting that you provide me with addi-tional information discussing the approach taken by Public Service Electric and Gas Company at Hope Creek to evaluate the potential generic implications and root causes of the specific concerns transmitted with my September 6,1985 letter and of worker concerns in general.

I realize SAFETEAM is only a part of your program for ensuring concerns regard-ing quality construction, testing, and operations at Hope Creek are addressed

and that the entire program must be considered in evaluating plant activities.

, emphasize the importance the -NRC places on addressing the potential generic implication and .possible root causes of concerns raised by employees or other sources. This subject will be assessed in greater detail in future NRC inspec-tions at Hope Creek.
