HOPE CREEK GENERATING STATiOH By letter dated August 3,1988, Public Service Electric and Gas Company (PSESG) requested NRC app oval of the use of the Waste Chem Corporation Volume Reduction and Solidification (VRS) System.(Waste Chem System) installed at i
Hope Creek Generating Station for processing Cless B and C radioactive vaste.
By letter to PSE8G dated April 9,1987, regarding the Hope Creek Process Control Program (PCP), the staff found the Hope Creek PCP, Revision 1, to be acceptable on an interim basis. The PCP describes, among other things, the use of the Waste Chem System referencing the Waste Chem Topical Report, VRS-002, '10 CFR 61 Waste Form Ccnformance Program for Solidified Process Waste Produced by a Waste Chem Corporation Volume Reduction and Solidification System" (Wa!.te Chem Topical Report) dated May 1986. At that time the staff's review of the Waste Chem Topical Report was underway and the staff stated that its interim acceptance would be in effect until the staff completed its review of this Topical report.
The staff completed its review early this year and concluded that the Topical Report is an acceptable reference document for licensing asphalt-encapsulated waste forms produced oy the Waste Chem VRS System, subject to (identified) conditions. A copy of the Technical Evaluation Report (TER) is enclosed.
On the basis of our review of your request and the staff's earlier review and acceptance of the subject Topical Report, we find the use of the Waste Chem System at Hope Creek to be acceptable to the extent specifSd and under the limitations delineated in the enclosed TER.
