SUPPLEMENT
Dear Mr. Keiser:

The purpose of this letter is to document the results of our meeting of June 29,1998 in
.. followup to our letter of June 16,1998 and to give final results on the examination

administered in February 1998 as a result of NRC review from June'through

. September 1998 of applicant appeals on initial grading by Region 1.

During the period of February 23,1998 through March 4,1998, the NRC administered
initial exams to eleven employees of your company who had applied for licenses to operate
the Hope Creek Generatirig Station. We also conducted reviews of related information
from March 4_through March 12,1998 (in-office), May 19 through 21,1998 (onsite), and

May 22 through 28 (in-office). At the conclusion of the onsite operating portion of the
examination, the preliminary findings were discussed with Mr.'McMahon and members of
iyour staff. : Additional discussions occurred on May 28,1998 between me and

The final results of this examination are all five reactor operator ap

- senior reactor applicants passed their examinations. Also, a senior reactor operator
- applicant passed the retake on the written portion of the examination.' The final written
examination grades and the final results of the appeal review did not change NRC staff's
conclusions on the problems with candidate preparedness and with quality on the as-
!
submitted initial examination.

l During the meeting of June 29,1998 your representatives adequately addressed the
problems noted in our previous report.~ Overall we feel this meeting was of mutual benefit.

The effectiveness'of your corrective actions in the area of examination development will be

reviewed during the upcoming December 1998 examination being developed by your
organization.
