CHANGE TO COMMITMENTS ASSOCIATED WITH GENERIC LETTER 89-13,

" SERVICE WATER SYSTEM PROBLEMS AFFECTING SAFETY-RELATED EQUIPMENT," HOPE CREEK GENERATING STATION (TAC NO. MA5449)

Dear Mr. Keiser:

We have completed our review of the May 10,1999, letter that was submitted by Public Service Gas and Electric Company (PSE&G) providing an updated status on the implementation of commitments that were made in response to Generic Letter 89-13, " Service Water System i Problems Affecting Safety Related Equipment." It is our understanding that while you have been able to periodically clean and inspect the safety auxiliary cooling system (SACS) heat exchangers for the Hope Creek plant in accordance with the commitments that were made previously in a PSE&G letter dated August 1,1997, you have not been able to effectively monitor the pressure drop across the SACS heat exchangers due to limitations that exist in the sensitivity of installed instrumentation. Consequently, you have not been able to fully satisfy your commitment to monitor the pressure drop across the SACS heat exchangers (on the service water side) to detect the onset of macro fouling. In order to resolve this problem, the previous PSE&G commitment is being revised to do the following:

1) During the next refueling outage, RF09, Hope Creek will open, inspect, and clean the 'D SACS heat exchangers in a manner consistent with the previous two outages. An appropriate frequency for SACS heat exchanger inspection will then be determined based upon the data collected during RF07, RF08, and RF09. 60g
2) Using portable test equipment, baseline pressure drop readings will be taken by June 1, 1999, for all four SACS heat exchangers. Periodic pressure drop readings will then be taken as necessary (initially quarteriy) in order to monitor the heat exchangers such that the onset of macro fouling can be detected. Test equipment options for future measurements will be evaluated.
