NRC INTEGRATED INSPECTION REPORT 50-354/99-02
Dear Mr. Keiser:
On April 18,1999, the NRC completed an inspection at your Hope Creek reactor facility. The
enclosed report presents the results of that inspection. The Hope Creek eighth refueling outage
ended on March 31,1999, and work performance throughout the outage was very good,
especially compared to the prior refueling outage in 1997. Some human performance errors
occurred during the outage, but your staff remained focused on improving human performance
and addressing mistakes. The inspectors presented preliminary findings and conclusions to Mr.
Mark Bezilla and members of your staff at an exit meeting on April 22,1999.
The NRC has determined that two violations of NRC requirements occurred, regarding fuel
handling errors and missed temperature monitoring during reactor vessel head tensioning, and
are described in the subject inspection report. These violations are being treated as non-cited
violations (NCVs), consistent with Appendix C of the Enforcement Policy. You do not need to
respond to these violations, but may contest the violation or severity level. If you so choose, you
should provide a response within 30 days of the date of this inspection report, with the basis for
_ your denial, to the Nuclear Regulatory Commission,' ATTN: Document Control Desk,
Washington, DC 20555-0001, with copies to the Regional Administrator, Region I, and the
Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington,
DC 20555-0001; and the NRC Resident inspector at the Hope Creek facility.

enclosures will be placed in the NRC Public Document Room (PDR).
