REQUEST FOR RELIEF FROM ASME CODE REPAIR REQUIREMENTS FOR SERVICE WATER PIPING AT HOPE. CREEK GENERATING STATION (TAC.NO.-76993) i By letters dated June. 21,1990, June' 26,'.1990, July 2, -1990, and July 3,1990, Hope' Creek requested relief from the.ASME code repair requirements for ASME code: class 3 service water piping.. In their.' request, Public Service Electric and Gas Company (PSE&G) determined that implementation of code repair requirements was impractical as defined in Generic Letter 90-05.

In addition, PSEAG: committed to the guidance'provided-in Generic Letter 90 05 which will reasonably assure structural integrity and protect public health and_ safety.

Accordingly, the staff has concluded that granting relief where code-requirements are impractical and. imposing alternative. requirements are authorized by law and will not endanger life or property or the common defense v

and security and are otherwise in_the public interest, given'due consideration-to the burden upon the licensee and facility that could result if the code requirements were imposed'on the facility.. Pursuant to 10'CFR 50.55a(g)(6)(1) and consistent with the guidance in Generic Letter 90 05, relief.is granted until the next scheduled outage exceeding 30' days, but no later than the-next scheduled refueling, outage. The temporary non. code repair must then ~be-replaced with a code repair. Our Safety Eva'luation is enclosed.

Hope Creek requested relief from the ASME code repair requirements for ASME code class 3 cervice water piping.

In their_ request, Public Service Electric-and Gas Company (PSE&G) determined that-implementation of code repair requirements-was impractical as defined in Generic' Letter 90-05.

In addition, PSE&G conunitted

-to the guidance provided.in Generic. Letter 90-05 which will reasonably assure structural' integrity and protect public-health and safety.

Accordingly, the staff has concluded that granting relief where code requirements

.are impractical and imposing alternative requirements are authorized:by law and will not endanger. life or property or the common defense and security and are otherwise in'the public interest, given due consideration to the burden upon the licensee and facility that could result if the code requirements were imposed on the facility.

Pursuant to 10 CFR 50.55a(g)(6)(i)-and consistent with.the guidance in Generic Letter 90-05, relief is granted until the.'next, scheduled outage exceeding 30 days, but no later than the next scheduled refueling outage. 'The temporary non-code repair must then be replaced with a code repair. Our Safety-Evaluation is enclosed.
