Request for Change to Technical Specifications (TS) -

Oscillation Power Range Monitor (OPRM) -- LCR H99-01 ,

On May 17, 1999, Public Service Electric & Gas Company (PSE&G) submitted to the U.S. Nuclear Regulatory Commission (NRC) a request to amend the HC TSs by adding TS 3.3.10, relating to the Instrumentation of the OPRM system. In addition, LCR H99-01 proposes revisions to TS 3.4.1 (Recirculation System) and TS 6.9.1.9 (Core Operating Limits Report).

The function of the OPRM system is to initiate a reactor SCRAM, via the existing reactor protection system trip logic, upon detection of precursors to core power and '

l thermal-hydraulic instability events. g In response to NRC's Generic Letter 94-02, an OPRM system was installed at Hope Creek during the HC seventh refueling outage (RFO7), in 9/97. Since its installation, the OPRM is being operated, under interim corrective <
