SAFETY EVALUATION OF RELIEF REQUEST RELATED TO ASME CODE CASE N-567, HOPE CREEK GENERATING STATION (TAC NO. MA4918)

Dear Mr. Keiser:

By letter dated March 5,1999, Public Service Electric and Gas Company (PSE&G) requested I

approval of American Society of Mechanical Engineers (ASME) Code Case N-567, " Alternate Requirements for Class 1,2, and 3 Replacement Components,Section XI, Division 1," for a plant-specific situation at Hope Creek Generating Station (HCGS). Specifically, approval of the 1

code case would allow replacement of a containment atmosphere control system check valve with a valve constructed to an earlier version of the ASME Code.

The NRC staff has evaluated the information provided in your submittal, and has concluded that the proposed use of Code Case N-567 for the replacement valve would provide an acceptable level of quality and safety, and is, therefore, authorized pursuant to Title 10 of the Code of Federal Reaulations (10 CFR) Section 50.55a(a)(3)(i). PSE&G is authorized to use Code Case N-567 for the subject component only which will be permanently installed at HCGS and remain as a plant component for the licensed life of the plant. The staff's safety evaluation is enclosed.
