SAFETY EVALUATION OF RELIEF REQUESTS FOR FIRST 10-YEAR l
INTERVAL FOR INSERVICE INSPECTION PROGRAM - HOPE CREEK GENERATING STATION (TAC NO. MA1231)
Dear Mr. Keiser:
t By letter dated March 3,1998, Public Service Electric And Gas Company (PSE&G), submitted four requests for relief from the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),Section XI requirements for the Hope Creek Gerterating Station.
These relief requests are for the first 10-yearinservice inspection (ISI) interval. Additional information was provided in your letter dated December 15,1998.
The Nuclear Regulatory Commission (NRC) staff, w!th technical assistance from the Idaho National Engineering and Environmental Laboratory (INEEL), has reviewed and evaluated the relief requests. The staff adopts the evaluations and recommendations for granting relief or l
authorizing altematives contained in the Technical Letter Report (TLR) prepared by !NEEL, as l
reflected or as modified by the enclosed safety evaluation (SE). The INEEL TLR is provided as to the SE. The staff has taken a few exceptions to the INEEL conclusions on the reliefs that are denied in the TLR due to lack of information. The staff has sucaquently obtained clarifications from PSE&G on the specific items in the TLR pertaining to uno A.bl of l
the reliefs and, therefore, has granted the licensee's requests for relief. A summary of the i4P.L action on each relief raquest is provided in Attachment 1 to the SE. Our SE concludes the following:

With respect to Relief Requests Nos. RR-B1, RR-C1, and RR-D1, the requirements of the Code are impractical. Therefore, relief is granted pursuant to 10 CFR 50.55a(g)(6)(i). The relief granted is authorized by law and will not endanger life or property, or the common defense and security, and is otherwise in the public interest. In making this determination, the staff has considered the burden upon (Se l
licensee that could result if the requirements were imposed on the facility.

With respect to Relief Request No. RR-B3, the proposed attemative provides an I
acceptable level of quality and safety. Therefore, the proposed altemative is authorized pursuant to 10 CFR 50.55a(a)(3)(i).
