Inspection No. 50-354/88-23
This letter transmits the findings of the routine, resident safety inspection
conducted by Mr. G. Meyer and Mr. D. Allsopp from August 23, 1988 to October
11, 1988, at the Hope Creek Nuclear Generating Station.
The findings were
discussed with Mr. J. Hagan of your staf f.
It is apparent from your evaluations that thr. Hope Creek reactor has been
operated at powers marginally above the rat'ed thermal power specified in the
operating license.
This reactor operation resulted from errors associated with
the lack of feedwatcr flow transmitter adjustments for transmitter static
pressure effect and venturi thermal exr.ansion, which your staff identified and
corrected. This area has been categeelzed as unresolved in this inspection
report, and will be further evaluat'ed for potential enforcement based on our
review of your final evaluation o' the occurrence.
