NRC INTEGRATED INSPECTION REPORT 50-354/98-11

Dear Mr. Keiser:

On December 12,1998, the NRC completed an inspection at your Hope Creek reactor
facility. The enclosed report presents the results of that inspection.
l

Throughout the six-week period covered by this inspection period, the conduct of activities
l
at the Hope Creek facility was generally characterized by safety-conscious operations,
l
effective engineenng and maintenance practices, and careful radiological work controls.
i

During this inspection, your staff responded to an automatic turbine trip and reactor
shutdown resulting from a balance of plant transient. The response of the organization
,
!
was good, and several equipment problems wero evaluated and corrected. The decision to
place the plant in a cold shutdown condition, in part, in an effort to restore the full
instrumentation system to service, was a conservative decision and reflected a sound
safety focus.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosures will be placed in the NRC Public Document Room (PDR).
