This letter transmits the' findings of the routine, resident safety inspection
-
conducted by Mr. G. Meyer and Mr. D. Allsopp from January 24, 1989 to March 13,
1989, at the Hope' Creek Nuclear Generating Station. The findings were discussed
with Mr. J. Hagan of. your staff.
WeLhave concluded that the uncontrolled installation of electrical jumpers in
.the controls of the drywell ' equipment drain pumps represented a violation.of
NRC requirements. We have chosen to cite this violation despite the -fact that
your personnel-found.the problem, because it appears that corrective actions
for similar. problems' cited in NRC Inspection Report 50-354/87-23 were not
sufficient to prevent recurrence. The Notice of Violation is enclosed as
Appendix-A. You are -required to respond to this letter and in preparing your

response, you should follow the instructions in Appendix A.
'
This letter also acknowledges receipt .of your January 13, 1989 response to the
violation cited in the NRC Inspection Report 50-354/88-24.
