Dear Mr. Miltenberger:

l The purpose of this letter is to inform you that a recent NRC inspection of records belonging to Planned Maintenance Systems, Incorporated (PMS) of Mount Verncn, Illinois, indicated that you may have purchased Class 1E components or services from PMS for the Hope Creek Generating Station. The enclosure to this letter contair.s reference purchase order numbers and dates for suspected purchases by your facility from PMS. l As discussed in NRC Information Notice 88-19. "Questionable Certification of Class 1E Components," dated April 26,1988, a 10 CFR Part 21 notification sub-mitted on April 1,1988 by Wolf Creek Nuclear Operating Corporation (WCNOC) brought into cuestien the validity of Certificates of Compliance issued by PMS

! for Class 1E equipraent. The PMS Certificate of Compliance, supplied with the order, certified that all of the procurement document requirer.ents had been tret i

and no deviations from the requirements had been identified. However, a subse- I quent WCNOC surveillance revealed that the records in PMS's possession did not support the statement on the PMS Certificate of Compliance that all the purchase ,

order requirements had been fret. i In response to this notification, the NRC staff inspected PMS. The NRC inspectors found several additional instances where certifications issued by PMS covering ,

safety-related electrical equipment, which they had supplied to licensees, were not adequately supported by documentation in PMS's possession. In addition, i PMS could not provide the NRC inspectors with sufficient information to accurately identify the amount or type of Class 1E equipment they may have supplied to i nuclear facilities.

I You should review your purchasing records for the period from January 1, 1985, the date PMS started business, to the present to identify procureraents from PMS. l 1

l If you determine that you have procured safety-related components from PMS, you  !

should take appropriate action to ensure that the identified components are in

compliance with the applicable NRC recuirecents and industry ste dards, i
