SEQUOYAH NUCLEAR PLANT (SQN) - REPLACEMENT ITEMS PROGRAM (RIP)

SUPPLEMENTAL PROGRAM PLAN The NRC has reviewed your supplemental program plan to the RIP, dated February 8, 1988, which was submitted to the NRC as an enclosure to R. Gridley's letter to the NRC dated February 10, 1988. This plan supplements the original RIP program plan which was submitted to the NRC on April 1,1987 and addresses TVA's connit-ment'to provide a supplemental RIP program plan in R. Gridley's letter dated December 8, 1987.

The original program plan provided for TVA's review and evaluation for adequacy of qualification, all installed replacement items within the scope of 10 CFR 50.49 Unit 2 and seismically pre-restart phasesensitive replacement of the Design Baselineitems within the Verification boundary Program (of SQN DBVP).

All other Unit 2 installed safety-related replacement items were to be reviewed and evaluated post-restart. The original program further provided for similar reviews and evaluations to be performed on Unit I with the same pre-restart and post-restart scheduling restrictions. The pre-restart reviews and evaluations were performed for Unit 2 as required.

The supplemental program changes the original program to allow for the sub-stitution of a warehouse inventory review and evaluation of safety-related replacement items for adequacy of qualification instead of performing the reviews and evalut.tions on actual installed replacement items covered within the original scope of Unit 2 post-restart items and Unit 1 pre-restart and post-restart items. The plan also provides for review of deficiencies identi-fied during the Unit 2 pre-restart efforts and the warehouse inventory efforts relative to the need for corrective action on repla:ement items installed in the plant. TVA provided justifications for the proposed changes in the supplemental program plan and the cover letter transmitting the plan.

The staff evaluated the supplemental plan relative to the approved original plan and reviewed TVA's justifications for the proposed changes. Additionally.

Mr. S. A. White MAY 2 51983 the supplemental plan was evaluated to determine if it provided an adequate level of confidence that Unit 1 could be operated safely. Based on the staff's reviews and evaluations, the staff found the supplemental program plan to be acceptable with the following comments:

1. While the staff finds the warehouse inventory review and evaluation to be acceptable, TVA should be aware that any installed, safety-related equip-ment, identified in the future, that is not adequately qualified would be subject to appropriate reporting requirements and enforcement actions.

2. As discussed in the letter submitting the supplemental plan, TVA should provide the NRC with the schedule for the implementation of the supple-mental plan. This program schedule should be submitted within 30 days of the date of this letter. As a minimum, the schedule must ensure that the warehouse stock review encompasses 10 CFR 50.49 replacement items and seismically sensitive replacement items within the boundary of the pre-restart phrase of the Unit 1 DBVP prior to restart of Unit 1.
