PROGRAMMATIC AUDIT AT RANCHO SECO NUCLEAR GENERATING STATION (TAC NO. 68205) the NRC staff has determined that a series of audits is As you aretoaware,fy necessary veri the proper implementation of. the. Babcock & Wilcox Owners Group-(BWOG) safaty and performance improvement program (SPIP) recommendations at each B&W 6esigned facility. This audit series consists of a SPIP program . i matic audit, a SPIP recommendation implementation audit, and _a followu) audit, if necessary. The programmatic audit for Rancho Seco is planned for tie week of June 19, 1989.-

The following information concerning the audit is provided to facilitate your prepan . ion in support of the audit:

The purpose of the audit is to evaluate the adequacy of your program to implement the BWOG SPIP recommendations, Msjor areas to be evaluated are:

Management Comitinent and Invohement - assess the degree to which corporate and SPIP processi.e.,(plant manageme-d assess the degree is comitted to and involved of effort assigned to in the establishing, implementing, and controlling the SPIP program).

Review Team Comitment and Involvement - assess the degree to which the recommendation review team is comitted to and involved in the SPIPprocess(i.e.,assessthedegreeofeffortassignedtoreview the recommendation basis, safety implications, system interactions, design modifications and/or procedure changes, implementation scheduling,andthecontroloftechnicalsupportteaminterfaces).

Included in this area will be an evaluation of your applicability and implementation reviews for about 30 to 40 recommendations.

Work Group Comitment and Involvement - assess the degree to which specific plant work groups are comitted to and involved in the SPIPprocess(i.e.,assessthedegreeofeffortassignedto modification installation procedures, quality assurance and quality control, test and acceptance criteria, maintenance plan development and interfacing with review teams and management.

This area may or may not be covered depending upon the number of recommendations that involve a plant modification for which you-have completed the design work and/or the installation.

We request that you make a one-hour presentation, at the start of the audit, to familiarize the audit team with your program and organization, including l information relative to the major areas to be evaluated, as noted above. 1 Also, we request that knowledgeable personnel be made available to assist the l team in gathering information and answering questions.

It is anticipated that the audit will commence with an entrance meeting at

'8:00 a.m. on June 19, 1987 and conclude with an exit meeting at 1:00 p.m.

on June 23, 1989.
