l By letter dated July 8, 1983, the NRC staff issued Generic Letter (GL) 83-28,

" Required Actions Based on Generic Implications of Salem ATWS Events." This l GL addressed actions to be taken which assured that a comprehensive program of preventative maintenance and surveillance testing is implemented for reactor trip breakers (RTB). Item 1.2 of GL 83-28, " Post-Trip Review Data And Information Capability," addresses the programs for assuring that licensees have a capability (1) to record, recall or display data and information to permit diagnosing, prior to restart, the causes of unscheduled reactor shut-downs and (2) for ascertaining the proper functioning of safety-related equip.

In its letter dated August 15, 1985, the staff accepted part of your responses to Item 1.2 of GL 83-28. The staff's evaluation was based on your letters dated November 7, 1983, and August 27 and September 17, 1984. The staff concluded that the performance characteristics of the sequenca-of-events (SOE) recorders and the data output format were acceptable. However, the staff also concluded that the parameters recorded, the performance characteristics of the time history recorders and the data retention capability were not acceptable.

By letters dated May 2, 1986 and December 14, 1987, TVA submitted additional information on Item 1.2 which addressed the staff's concerns in its Safety Evaluation (SE)datedAugust 15, 1985. Enclosed is the staff's SE on all of the

' responses on Item 1.2 for Sequoyah. We conclude that the programs for Sequoyah addressing Item 1.2 of GL 83-28 are acceptable. TVA stated in its letters that 3 these programs have been implemented at Sequoyah.
