OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON MARCH 22, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on March 22, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.
 
The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on March 22, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNC's Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

On March 22, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNC's VEGP Units 3 and 4. Specifically, the meeting discussed (1) the draft UIN for ITAAC Index No. 159 and (2) the proposal for the staff to review draft ICNs or UINs for ITAAC that are impacted by an associated license amendment request (L AR) currently under staff review.
 
The first topic discussed was the draft UIN for ITAAC Index No. 159. SNC noted that the Inspections, Tests, and Analyses (ITA) for ITAAC Index No. 159 is different from the other ITAAC for piping functional capability. In response to SNC's comment, the staff discussed that the Tier 1 definition of inspection includes inspections of reports/documents. The ITAAC's acceptance criteria (AC) requires that a report exists and concludes the piping maintains functional capability. The ITAAC Determination Basis is clear that the inspection was of a report based on the as-built piping system following its inspection and reconciliation with design requirements. The staff noted that this satisfies the requirements of the ITA and AC. SNC stated that they understood the staff's explanation.

SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON MARCH 22, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on March 22, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18047A441. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. The other documents referenced during the discussion can be found at the ADAMS Accession Nos. given below:

J. Dixon-Herrity Summary of Meeting:

On March 22, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) the draft UIN for ITAAC Index No. 159 and (2) the proposal for the staff to review draft ICNs or UINs for ITAAC that are impacted by an associated license amendment request (LAR) currently under staff review.

The first topic discussed was the draft UIN for ITAAC Index No. 159. SNC noted that the Inspections, Tests, and Analyses (ITA) for ITAAC Index No. 159 is different from the other ITAAC for piping functional capability. In response to SNCs comment, the staff discussed that the Tier 1 definition of inspection includes inspections of reports/documents. The ITAACs acceptance criteria (AC) requires that a report exists and concludes the piping maintains functional capability. The ITAAC Determination Basis is clear that the inspection was of a report based on the as-built piping system following its inspection and reconciliation with design requirements. The staff noted that this satisfies the requirements of the ITA and AC. SNC stated that they understood the staffs explanation.

The second topic discussed was the proposal for the staff to review draft ICNs or UINs for ITAAC that are impacted by an associated LAR currently under staff review. The staff noted that they would review draft ICNs or UINs in order to provide early comments and feedback.

The staff discussed that the submittals would be unofficial, but the staff would place the drafts into ADAMS, profiled as publicly available, and any comments or feedback would be discussed during public meetings. The staff requested that, in the drafts, SNC include a redlined/strike-out of the ITA and AC changes proposed in the associated LAR. The staff also noted that it was not necessary for SNC to include a cover letter and SNC Letter number (ND-18-xxxx), and the staff requested that the associated LAR information is noted on the Enclosure page of the draft.

SNC agreed to use this review process for draft ICNs and UINs and noted that they understood the staffs comments and requests.

At the end of each topic discussed, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from members of the public.
