ENCLOSURE 1

Guidelines for Accompaniment on the Team Inspection Reviewing Training and Qualification The following are guidelines for New York State accompaniment on the NRC team l inspection of LILCo Training Audit Inspection.

1. NRC will accompany and escort the New York State observer. Communication i with the licensee will be through the appropriate NRC team member, preferably the team leader.
2. When the conclusions or observations made by the New York State observer l are substantially different from those of the NRC inspectors, New York l State will make its observations immediately known to the inspection team leader and available in writing to the NRC and the licensee, in order that j NRC can take the necessary actions to meet its regulatory responsibilities. '

These communications will be publicly available, similar to NRC inspection reports.

3. NRC inspectors are authorized to refuse to permit continued accompaniment by the New York State observer if his conduct interferes with a fair and orderly inspection.
4. The New York State observer in accompanying NRC inspectors will not normally be provided access to proprietary information. No licensee material may be removed from the site or licensee possession without NRC approval .
5. The New York State observer in accompanying the NRC inspectors pursuant to these guidelines does so at his own risk. The NRC will accept no respon-sibility for injuries and exposures to harmful substances which may occur to the accompanying individual during the inspection and will assume no liability for any incidents associated with the accompaniment.
