Dear Mr. Zahnleuter:
It is hereby requested that the State of New York provide additional information concerning a portion of the Direct Testimony of David T. Hartgen and Robert C. Millspaugh in the OL-3 proceeding.
On page 33, footnote 12, Mr. Hartgen refers to a " computerized version of the assignment package",
known as " CARS".
NUREG-0654, Appendix 4, which leals with evacuation time estimates, states that "[i]f computer models are used, a general description of the algorithm shall be provided along with a source for obtaining further information or documentation".
Please provide the Staff with similar information on CARS, especially with regard to the traffic assignment model.
Apart from the NUREG-0654 guidance, the information sought is within the scope of the Appeal Board's decision in Illinois Power Company (Clinton Power Station, Units Nos. 1 and 2), ALAB-340, 4 NRC 27, 31-34 (1976).
