Captiol, Room 229 MM Albany, New York 12224 in the Matter of LONG ISLAND LIGHTING COMPANY (Shoreham Nuclear Power Station, Unit 1)
Docket No. 50-322-OL-3 (Emergency Planning)
Dear Mr. Zahnleuter:
This responds to your letter of March 17, 1988 regarding information requested in your interrogatories.
In its March 4, 1988 Memorandum and Order (Ruling on Motion of State of New York to Compel Discovery Responses of LILCO and NRC Staff), the Board denied the State's motion to compel Staff response to discovery. In its order the Board stated that "[Ilf the information requested can be readily obtained and the Staff can point to other sources where it is available, that response will satisfy compilance with the apposite regulation". Order at 3.
The Staff has reviewed the available material on bus drivers.
The information sought by State of New York is not readily obtainable.
The Staff does not have information on a plant-by-plant basis, about what bus drivers or school bus drivers are told about caring for their families in radiological emergencies.
In regard to interrogatory number 2, as we have previously Informed you, although not in the offsite emergency plans, the Limerick station proposes to use utility employees as back up bus drivers.
See Philadelphia Electric Company (Limerick Generating Station, Units 1 anQ, ALAB-857, 25NRC 7, 10 (1987).
The Staff does not have access to compilations of data or comparison surveys on the issue of possible role conflicts of bus drivers or the use of utility employees as school bus drivers in the event of an emergency at a commercial power facility.
Nor do we know whether such studies exist.
Sincerely, NW Charles A. Barth Counsel for NRC Staff cc: Service list 8803290230 080322 PDR ADOCK 05000322 C
