Dear Gentlemen:

I recently attended one of your meetings at Peach Bottom, PA, which again, I am disappointed in the f act that these meetings are not announced with much advanced notice. '

Although this notification appeared in the local paper, which came out the day beforehand, that is not one that is eagerly opened immedi ate ly. The Daily paper for the area, only had notification the day of the meeting.

It appears to me that you people either have something to hide or are afraid of something in terms of dealing with this problem with Nuclear Power. I quite frankly, am not very comfortable on how the United States Government has handled this entire aff air and I'm not sure whether Peach Bottom is being picked out because of their own incompetence or because they are so close to Washington, D.C. and j Kind of Prussia. '

I resent the f act that people that I know, that are very anti nuclear, did not have the opportunity to speak, as well as those who am very positive for nuclear power, not having a chance to speak.

I also thoroughly resent the f act that the NRC, did not make any statement on their position or even give a summary of what exactly was going on, so we can understand what effect our comments would have.

l pressed concern regarding the lack of adequate publicity about our November 4, '

1987 meeting in Quarryville, Pennsylvania which was conducted to receive public comments on the Philadelphia Electric Company (PEco) Peach Bottom Commitment to Excellence Action Plan. Although we ensured it was prominently advertised in four local papers on October 28, 1987 as well as on November 1, 1987, we had j also intended to issue a press release before the meeting to provide for a more l widespread dissemination as was done in the case of similar public meetings held in.Harford and York counties on September 24, 1987. Regrettably this was overlooked until the last minute in the case of the Quarryville meeting.

We hope that you will accept our apology for this oversight. As we indicated in the published announcements as well as at the meeting, you are welcome to )

submit for our consideration your written comments on the PECo plan to Mr. J.

Linville, U.S. Nuclear Regulatory Commission, 631 Park Avenue, King of Prussia, ]

Pennsylvania 19406.

With respect to the NRC position on the PECo plan, we are still reviewing the plan and have not yet reached a conclusion on its adequacy. As stated by the NRC both in the meeting notices and at the meeting itself, we conducted the meeting to receive public comments on the PECo plan as an additional input in our review process. The results of our review will be made public before the Pcach Bottom plants are allowed to restart.

5 So going on that context, why it would seem to me 6 that I would like to see Peach Bottom restart. I would like to 7 see safety be the prime concern. But I do not feel as though 8 Philadelphia Electric was the only one at-fault here. Thank 9 you. t 1

11 MR. HUNT: Thank you for the opportunity to make a 12 taw comments. I feel that I come from a unique position; i

13 because I lived eight miles from Three-Mile Island in 1979.

14 And that was the year that my son'was born. And I thought a ,

15 lot about it when I was moving to Quarryville.

16 I, too, along with the other comments am a little 17 upset with the NRC in terms that certainly some of the 18 magnitude of TMI should.have raised the important problems with 19 Peach Bottom.

20 When I came to Peach Bottom, I.had the opportunity to 21 do a lot of physicals of the transient population. And 22 needless to say, there were obvious problems with both morale 23 and' personnel. That was not true of many of the people who 24 lived here and worked there permanently.

l 16 1 opportunity to take care of a large number of people who have 2 worked for Peach Bottom. I have been impressed by their i 3 intelligence and their integrity. And I am also quite frankly 4 impressed by the fact that the people who work there live here.

5 If Peach Bottom were that poorly run, I do not think that 6 people would subject their children to live within close 7 distance of the plant.

8 I am concern'ed about some of the problems that 9 happened. I did see some of the problems with not enough 10 people to work within the plant. I have a feeling that many of 11 my patients were placed in an overtime capacity that was not 12 their own desire. So there were problems from above.

13 I am concerned about some of the environmental 1

14 issues. But based on evidence that is rather overwhelming, I 15 would be much more concerned about government subsidy of j 16 tobacco than I tJuld about the Nuclear Regulatory Agency. l 17 And when we talk about the instances of cancer, and heart i

18 disease, and so forth, I have seen that in area, and I am l

19 involved with it and I am concerned with it. I am also greatly l 20 concerned with the water supply.

21 I do not feel that Peach Bottom or the other nuclear 22 power plants are the main problem here. I sort of view nuclear 23 energy like I do AIDS. I wish it were not here, but it is 24 here. I think that there are a lot of positive things that 25 come from nuclear power. I think that in terms of AIDS that we Heritage Reporting Company

. 17 1 are going to learn a lot about immunity and perhaps how to 2 prevent that.

3 The problem is that if nuclear power itself was 4 inherently evil or bad that you shoald shut lt off. In the 5 case of Peach Bottom from what I have seen based on people and 6 the employees there, I feel that most of wh'at has happened has 7 been more of political witch hunting. And I object strongly to 8 the lack of the NRC's ability to handle the situation. As it 9 is as bad as they say it is, it should have been handled years 10 ago.

11 I again emphasize the fact that I would be very 12 comfortable about Peach Bottom reopening as long as the many 13 people who work there live here. Because they are not going to 14 expose their children and their family to an unnecessary risk 15 factor. And I must say that all of the people who have moved into the area have brought their intelligence and integrity.

16 17 And I think that you should be looking at those people who do 18 live near Peach Bottom and are putting the effort into it.

14 And that was the year that my son was born. And I thought a lot about it when I was moving to Quarryville. l 15 16 I, too, along with the other comments am a little 17 upset with the NRC in terms that certainly some of the .

18 magnitude of TMI should.have raised the important problems with i 19 Peach Bottom.

20 When I came to Peach Bottom, I had the opportunity to 21 do a lot of physicals of the transient population. And. l 22 needless to say, there were obvious problems with both morale  ;

23 and personnel. That was not true of many of the people who 24 lived here and worked there permanently.  ;

13 I am concerned about some of the environmental 14 issues. But based on evidence that is rather overwhelming, I 15 would be much tore concerned about government subsidy of 16 tobacco than I would about the Nuclear Regulatory Agency.

17 And when we talk about the instances of cancer, and heart 18 disease, and so forth, I have seen that in area, and I am 19 involved with it and I am concerned withLit. I am clso greatly 20 concerned with the water supply. ,

21 I do not feel that Peach Bottom or the other nuclear 22 power plants are the main problem here. I sort of view nuelser 23 energy like I do AIDS. I wish it were not here, but it is 24 here. I think that there are a lot of positives things that 25 come from nuclear power. I think that in terms of AIDS that we Heritage Reporting Company

5 case of Peach Bottom from what I have seen based on people and 6 the employees there, I feel that most of wh'at han happened has 7 been more of political witch hunting. And I object strongly to 8 the lack of the NRC's ability to handle the situation. As it 9 is as bad as they say it is, it should have been handled years 10 ago.

11 I again emphasize the fact that I would be very 12 comfortable about Peach Bottom reopening as long as the many l

13 people who work there live here. Because they are not going to i 14 expose their children and their family to an unnecessary risk 15 factor. And I must say that all of the people who have moved 16 in'o the area have brought their intelligence and integrity.

17 And I think that you should be looking at those people who do 18 live near Peach Bottom and are putting the effort into it. f 19 Thank you. -
