Dear Mr. Zech:

We wish to express our continuing concern about the safety of the Peach Bottom nuclear power station.

We urge you to allow no restart until ALL of the following have been completed:

1. Corrections be implemented that satisfy all of the sharp criticisms of the January 11, 1988 letter from the Institute of Nuclear Power Operations (INPO);
2. The Advisory Committee on Reactor Safeguards review requested by Harford County Council be completed and any recommendations or corrections be implemented;
3. The Government Accounting Office study requested by Senators Mikulski and Sarbanes be completed, and any resulting recommendations be implemented; and
4. The Nuclear Regulatory Commission's own study of the problems of the Mark I containment has been finalized, and any recommended technical improvements have been installed.

The public health and safety of Pennsylvania, Maryland, the Chesapeake Bay and adjoining regional areas could be in great jeopardy if Peach Bottom should be allowed to restart without full assurances that all management and mechanical safety problems are fully resolved.
