Response to Generic Letter 88-03, Resolution of Generic Safety Issue 93, "Steam Binding of Auxiliary Feedwater Pumps" Gentlemen:

Pursuant to 10CFR50.54(f), this letter provides Toledo Edison's response to NRC Generic Letter 88-03, Resolution of Generic Safety Issue 93, "Steam Binding of Auxiliary Feedwater Pumps", dated February 17, 1988 (Log No. 2500).

Previously, the United States Nuclear Regulatory Commission Office of Inspection and Enforcement issued IE Bulletin 85-01, steam Binding of Auxiliary Feedwater Pumps (Log No. 1-1268, dated October 29, 1985).

Toledo Edison responded to this IE Bulletin on February 28, 1986 (Serial No. 1-622) with regards to the Auxiliary Feedwater (AFW) System and on March 12, 1986 (Scrial No. 1-627) with regards to the Motor Driven Feedwater Pump (MDFP) System.

The responses to IE Bulletin 85-01 discussed Toledo Edison's procedural requirements both for monitoring the AFW and MDFP piping temperatures for indication of possible backleakage and for restoring the pumps to operable status if steam binding were to occur. These procedural requirements are administratively controlled as commitments and will, therefore, be maintained.

This response satisfies the request of Generic Letter 88-03 and, through the committed implementation of the recommendations of IE Bulletin 85-01, is consistent with the resolution of Generic Safety Issue 93.
