License Amendment Application to Revise the Reactor Coolant System Pressure / Temperature Operating Limits and Reactor Vessel Material Surveillance Program (TAC No. 66699)

Gentlemen:

The enclosed application requests that the Davis-Besse Nuclear Power Station (DBNPS), Unit No. 1 Operating License and its Appendix A, Technical Specification be revised to reflect the changes attached. The proposed changes involve: Operating License Condition 2.C.(3)(d);

Technical Specifications Sections 3/4.6.2, Safety Valves-Shutdown and 3/4.4.9.1, Pressure / Temperature Limits - Reactor Coolant System; Figures 3.4-2a and 2b, Reactor Coolant System Pressure - Pressurizer Level Limits for Inoperable Decay Heat Removal System Relief Valve in MODE 4 and MODE 5, respectively; Figures 3.4-2, 3.4-3 and 3.4-4, Reactor Coolant System Pressure Temperature Limits for Heatup and Criticality, for Cooldown, and for Inservice Leak and Hydrostatic Tests, respectively; Table 4.4-5, Reactor Vessel Material Irradiation Schedale; and Bases Section 3/4.4.9 with associated Bases Table 4-1 and Bases Figures 4-1 and 4-2.

The proposed changes would: 1) reflect the changes in the Reactor Coolant System (RCS) pressure-temperature operating limits during heatup, cooldown and inservice leak and hydrostatic tests to accommodate operation to 10 Effective Full Power Years (EFPY), 2) reflect changes to the Low Temperature Overpressurization (LTOP) mitigation measures in order to ensure continued protection against LTOP events to 10 EFPY, and 3) delete specific details of the Reactor Vessel Material Surveillance Program in favor of referencing a previously NRC-approved document for the program details, per NRC's recommendation (H. L. Thompson, Jr., NRC, to H. B. Tucker, Chairman of the Babcock and Wilcox Owners Group, dated May 8, 1985). The latter proposed change also serves as response to your request for additional informatien on the Reactor Vessel Material Surveillance Program which was {

4 Docket No. 50-346 License No. NPF-3 Serial No. 1490 Page 2 Operating License Condition 2.C.(3)(d) is proposed to be revised, in conjunction with the RCS pressure-temperature limits and LTOP mitigation measures cited above, to require notification to NRC of the results of re-analysis and necessary modifications to ensure protection against LTOP events prior to operation beyond ten EFPY, Toledo Edison requests that these changes be issued in an amendment to the DBNFS Operating License by June 1, 1988 and become effective at startup from the fifth refueling outage. This schedule for issuance will facilitate operator training prior to Mode 5 entry from the fifth refueling outage, presently scheduled for August 15, 1988.

Enclosed is a check for $150.00 as required by 10CFR170.12(c) for a License Amendment Application.
