Dear Mr. Reid:

Under separate cover, we are transmitting three (3) original and forty (40) conformed copies of an application for amendment to Facility Oper-ating License No. NPF-3 for the Davis-Besse Nuclear Power Station Unit No. 1.

This application requests that the Davis-Besse Nuclear Power Station Unit No. 1 Technical Specifications be revised as described below. The proposed changes in Appendix A include: 1) deletion of secondary water chemistry specifications in Sections 3.7.1.6 and 4.7.1.6 of the Technical Specifications; and 2) add the proposed license condition 2.(F) icgarding impicmentation of a secondary water chemistry monitr ring program.

This amendment request is a Class III request. Enclosed is $4,000.00 as required by 10CFR170.

The attachment identifies the proposed change, its safety evaluation and schedule required to implement the change after NRC approval.

APPLICATION FOR AMENDMENT TO FACILITY OPERATING LICENSE NO. NPF-3 FOR DAVIS-BESSE NUCLEAR POWER STATION UNIT NO. 1 Enclosed are forty-three (43) copies of the requested change to the Davis-Besse Nuclear Power Station Unit No. 1 Facility Operating License No. NPF-3 tegether with the safety evaluation for the requested change.

The proposed changes include 1) deletion of the secondary water chem-istry specifications in Sections 3.7.1.6 and 4.7.1.6 of the Technical Specifications; and 2) add the proposed license condition 2.(F) regard-ing the implementation of a secondary water chemistry monitoring program.

PROPOSED LICENSE CONDITION 2.(F) Toledo Edison Company shall maintain in effect and implement a secondary water chemistry monitoring program to inhibit steam generator tube degradation. The program shall include:

1. Identification of a sampling schedule for the critical parameters and control points for these parameters;
2. Identification of the procedures used to quantify para-meters that are critical to control points;
3. Identification of process sampling points;
4. Procedure for the recording and management of data;
5. Procedures defining corrective actions for off control point chemistry conditions; and
6. A procedure identifying the authority responsible for the interpretation of the data, and the sequence and timing of administrative events required to initiate corrective action.
