On January 2, 1987, a telephone conversation between Messrs. J. Stolz and P. Byron of the Nuclear Regulatory Commission (NRC) and R. F. Peters of Toledo Edison (TED) occurred which provided Toledo Edison's request for a deviation from the Davis-Besse Course of Action (C0A) commitment that the Motor Driven Feed Pump (MDFP) will be aligned to feed the auxiliary feedwater header (above approximately 40% power).

Toledo Edison informed the NRC that the commitment would be temporarily

, suspended to allow continued alignment of the MDFP to the Main Feedwater System while MFP-1 was out of service. The intent of this alignment was to allow starting cf the MDFP at any indication of a problem of the

running of the main feed pump. This would reduce the possibility of low levri SFRCS actention by providing better quality hot water to the steam generators through the main feedwater nozzles, from the deaerating sterage ts7k.

During subsequent dircussions it was identified that although the safety significance was properly analyzed, and the intended benefits of the lineup would have been availa'le, c the overview fashion in which the commitment deviation was present.ed may have caused the NRC to believe that this alignment of the MDFP would have prevented all SFRCS actuations.

On January 24, 1987, the MDFP was realigned to the Auxiliary Feedwater System. l.fter this time TED felt the deviation from the commitment was noot, c.nd a letter ocscribing the temporary alignment and the commitment dent Atton was not completed. On February 8, 1987, Toledo Edison submitted s a Jechnical Specifications change request which will require the MDFP to be aligned to the Auxiliary Feedwater System above 40% power.

Tcledo Fdison would like to emphasize that the MDFP re-alignment was not a deviation from the USAR or Technical Specifications and that maintaining the MDFP aligne.1 to the Main Feedwater System did not significantly affect the overall sclery of the plant.

.The misunderstandings that. occurred regarding this issue can be attributed to poor cournunication. Toledo' Edison has already identified communications JP. as a weakness ~and initiated corrective actions. This concern, and appropriate correc'tive actions, were discussed during the February 27, 1987 presentation to Region.III. Actions to improve communication include increasing the freqdency.of* departmental and inter-departmental meetings, and an increased 4

management focus on maintaining open communication.
