parties to that proceeding. We note that the Commonwealth of Massachusetts is a party to.that proceeding. A copy of your letter has also been placed in the Public Document Room.

I am sure you will understand that I cannot respond more fully at this -q time to the substance of your concerns. The Comission's decision in this l matter will be rendered on the formal record of the Seabrook proceeding. '
