Dear Governor Dukakis:
I am responding to your October 12, 1987 letter in which you urge the.
Comission to deny a license for low-power testing at the Seabrook Station in New Hampshire. Pursuant to the requirements of the Atomic Energy: Act.
and the Comission's own rules, the Comission's decision in a contested-Itcensing proceeding is made on the basis 'of the-formal adjudicatory.
Because the issue you raise.is before the Comission in an
.j record.
adjudicatory proceeding, a copy of your letter has'been served on all ~
parties to that proceeding. We note that the Commonwealth of Massachusetts is a party to.that proceeding. A copy of your letter has also been placed in the Public Document Room.
I am sure you will understand that I cannot respond more fully at this
- q time to the substance of your concerns. The Comission's decision in this matter will be rendered on the formal record of the Seabrook proceeding.
I can assure you, however, that in reaching this decision, the Commission's primary consideration will be protecting public health and safety.
