l Dear Dr. Jenkins-Thank you for your letter of November 2,1987, in which the Pentucket Regional School Committee clarified its position regarding emergency planning for the Seabrook Nuclear Power Station, As you may know, the Nuclear Regulatory Commission is responsible for assessing i
I the adequacy of onsite emergency plans developed. by nuclear power plant licen-sees and for making the final licensing determination.
The Federal Emergency Management Agency (FEMA) has been assigned the responsibility for assessing the adequacy of offsite emergency preparedness of areas surrounding nuclear 5
power plants.
Accordingly, a copy of your November 2,1987 letter is being I
furnished to FEMA for information and consideration in their evaluation of Seabrook offsite emergency preparedness, in addition, a copy of your letter was forwarded by Chief Administrative Judge B. Paul Cotter to the Seabrook Atomic Safety and Licensing Board which has jurisdiction over the matter.
A public hearing similar to that being conducted for -the New Hampshire offsite plan will be held to adjudicate any contentions related to emergency planning for Massachusetts before full-power operation of the Seabrook facility will be permitted.
