I am responding to your November 20, 1987 letter in which you reaffirmed your opposition to the grant of a l_ow power license for operations up to 5%
capacity at Seabrook Station.
Pursuant to the requirements of the Atomic Energy Act and the Comission's own rules, the Comission's decisions in a contested licensing proceeding 'are made on the basis of the formal adjudicatory record. Because the subject you raise is at issue in a Comission adjudicatory proceeding, a copy of your letter has been served on all parties to that proceeding. A copy has also been placed in the NRC's Public Document Room.
I am sure you will understand that the Comission cannot respond more fully at this time to the substance of your concerns. The Comission's decision in ~
this matter will be rendered on the formal record of the Seabrook proceeding. I can assure you, however, that in reaching this decision, the Comission's primary consideration will be protecting public health and safety.
