Dear Mr. Chairman:

I write to reaffirm my previously stated opposition to the granting of a low power license for 5% capacity operation at Seabrook Station.

As I asserted back on July 25, 1986, the granting of such a low power license before the evacuation issue is settled would be a

" terrible mistake" and that until all safety questions are resolved "I would encourage you to withhold approval of the license."

Since July of 1986, there has been movement on the development of evacuation plans. At present, the Atomic Safety & Licensing Appeal Board is sitting in Concord, N.H. hearing testimony on offsite emergency planning for Seabrook Station. To date, I understand serious reservations have been raised by representatives of the Federal Emergency Management Administration concerning the adequacy of proposed plaen. With reference to the evacuation planning for the six Massachusetts communities that fall within the ten mile Emergency Planning Zone, and which I represent, the utility zone has submitted its own evacuation plans whose adequacy appears to be questionable at best and unacceptable at worst. l Because serious and substantive problems remain unresolved l concerning evacuation planning, and because the public thereby remains dissatisfied, I am once again compelled to vigorously l i

object to the granting of a low power license for Seabrook Station.
