The memorandum requested herein is referenced in the November 6 1981 memorandum from Richard Davis to Royal Insurance Campaigned (Attn. Clyde Sullivan, Authorized Nuclear Inspector Supervisor) provided to me on July 13.

Seabrook Inspection Report 81-13 states the following-On November 11, 1981, the NRC regionally based inspector and the NRC Resident Inspector discussed problems encountered with the orbiting ME-GTAW-P process walding of the RC piping and an ANI formerly employed at the site who expressed concern with the repair of detected weld defects.

Response

The ANI (Authorized Nuclear Inspector) with whom two NRC inspectors discussed pipe welding problems, as documented in NRC Inspection Report (IR) 50-443/81-13, i

is Mr. Henry Demers. The date of the discussion was November 5, 1981, not the November 11 date errJneously documented in IR 50-443/81-13.

The Subject discussion with Mr. Demers was documented in a November 6, 1981 NRC Region I memorandum for Case File 81-66. That memorandum is attached. Also j

atte.ched are other internal Region I memoranda and a telephone report relating to Case File 81-66.

It is-noted that the following statement is documented in the attached Region I memorandum dated January 18, 1982:

Since that time (November 5,1981), the NRC has had no communications with Mr. Demers.

This statement confirms that the meeting in question between the NRC inspectors

and the ANI was held on November 5, 1981 and that IR 50-443/81-13 is in error in this regard.

l called me today regarding his concerns with in-process weld repairs at Seabrook.

He stated that he is an ANI (Authorized Nuclear Inspector) at the Seabrook Site; 4

He seemed to be quite upset with this problem and said he would be quitting tonight, 10/30/81, after he worked the 3-11 shif t.

. TELEPHONE REPORT a 10/30/81 The reactor coolant loop weld repairs in Seabrook Unit 1 are very reportable i

o to the NRC, in his opinion.

There have been 125 in-process repairs in this piping and he has seen,only

l' two nonconfomance reports, The repair work is going beyond the weld into the component base metal, the l

components include the reactor coolant pumps, the heat exchangers (steam i/

generators) and the reactor vessel.

The problems he has are:

There are loopholes in the pullman - Higgins ASME QA Manual.

-In-process repairs are extensive.

Defects include lack of fusion due to contamination (SIC) of vendor 3.

Westinghouse supplied components.

Westinghouse personnel have been at the site to review the welding-4.

problems but he has heard nothing (of a resolution).

Radiographs are done and meet code but are not to be trusted because 5.

the contractor is pulling a fast one.

' Field recor'ds of repaira are not kept in a format-that is traceable, 6.

cumulative repairs are not tracked.

He has discussed his concerns with other site ANI's but has not discu with his supervisor in Boston.

Mike McCrae, a Pullman - Higgins, RT Level II, is competent and knows what -
