Jr. Mr..Pelosi wrote to-you on' behalf of the City Council of the City of Haverhill. Massachusetts. - -Youi t requested that the Nuclear Regulatory Connission ~(NRC) address the request (of l the C1ty Council of Haverhill-concerning! an : NRC' determination on L the feast. bility of developing:and implementing ~aL workableTand effective evacuation plan i for the area " impacted" by the Seabrook station. As you know, the NRC is primarily responsible for assessing thel adequacy ' of - "k c onsite emergency plans developed by nuclear power plant licensees. and; for.- making (the final licensing determination. . The Federal: Emergency Management ,1 Agency FEMA) has been assigned the: responsibility for assessing 'the: adequacy -

The State of New Hampshire and the majority of_ the local New Hampshire communi-: ~ ties are. cooperating Lin the-development..of. radiological emergency -response plans for the New Hampshire = portion of ' thel 20-mile" plume exposure pathway' emergency planning zone- (EPZ)' around-the Seabrook.' station.. The offsite. plans of the State of New Hampshire are currently under review t,y FEMA. An exercise of these plans was conducted in February'1986,. and a public: hearing.on conter-- tions related to these plans began. on: October < 5'.1987 Lin L Concord,. NH.~ The Seabrook Atomic Safety'and Licensing' Board has provided for the-direct ' personal appearance' of the representatives of the public who are in the best' position and have the authority to explain public concerns. ' The' Board has invited all i I towns' and government agencies 11n the EPZ, including both those active and inactive' in the hearing process, to express their views on the' issues at the. hearings through their official representatives. Because the Governor of Massachusetts. has refused to formally ' submit emergency plans to FEMA for review, the Seabrook utility has -developed an emergency plan for the -Massachusetts portion of. the EPZ.. The Commission: considers. itself legally obligated to decide whether a utility plan, preparod without State and: local government cooperation, can meet the ' Commission's E requirements. The utility's-emergency plan for' Massachusetts wil1~ be reviewed and: tested in an exercise,.and a~ public hearing similar: to that conducted for the New Hampshire- ~
