Dear Mr. Kingsley:

By letters dated July 15,1996, and October 7,1997, Commonwealth Edison Company (Comed),

the licensee for Byron Station, Unit 1, submitted to the NRC itt request for relief from the examination requirement of the applicable American Society of Mechanical Engineers (ASME)

- Boiler and Pressure Vessel Code (Code),Section XI, for the first in service inspection (ISI) interval examinations. The staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL), has revi9ed and evaluated Comed's Relief Request Nos. NR-20, Revision 1, and NR-25, Revision 0 for Byron Station, Unit 1.

The attemative in Relief Request No. NR-20, Revisio,11 is authorized pursuant to 10 CFR 50.55a(g)(6)(ii)(A)(5) and 10 CFR 50.55a(a)(3)(i) for:he first 10-year inspection interval as it provides an acceptable level of quality and safety. P21ief Request No. NR-25, Revision 0 is granted pursuant to 10 CFR 50.55a(g)(6)(i) for the Srst 10-year inspection interval as the Code coverage requirements are impractical for the sv'aject weld.
