Members of my staff met with your staff on June 17 and 18 to discuss the Systematic Assessment Program part of your Performance Improvement Program with respect to providing an acceptable systems review and test program for the Rancho Seco Plant. From these discussions my staff concluded you had a well structured program under way to uncover equipment, procedures, and maintenance problems in your Systematic Assessment Program, but that little progress has been made to define and implement a meaningful systems review and test program. My staff was surprised to learn that the System Engineering Function, a key contributor to a systems review and test program, was only being organized at the time of the visit.
Based on our recent experience at other plants, including Davis-Besse, there are worthwhile benefits to be derived from identifying the functions required by safety-related systems and reviewing the adequacy of these systems to perform these functions. The staff emphasized at your meeting the importance of the benefit to be derived from such an approach and is concerned that SMUD is significantly underestimating the scope of such an effort. We again suggest you review the Davis-Besse System Review and Test Program so that you may get an appreciation for the effort involved in establishing the system functions and verifying the adequacy of the systems to perform these functions.
We are concerned that, at this date, very little progress has been made in defining and implementing your Systems Review and Test Program. This program could easily become the critical path in your Performance Improvement Program.
My staff is available for followup discussions on the program at any time sufficient progress has been made to make these discussions fruitful.
