    Gentlemen:
    SUBJECT:    MEETING SUMMARY - NRC INSPECTION REPORTS NOS. 50-250/87-11 AND
                50-251/87-11
    This letter refers to the Enforcement Conference held at our request at the
    Region II Office on February 23, 1987, and the followup physical security
      inspection conducted onsite on March 3-4, 1987. This meeting concerned
    activities authorized by NRC Operating License Nos. DPR-31 and DPR-41 for the
    Turkey Point Nuclear Facilities. The meeting related to programmatic problems
    associated with the Turkey Point Physical Security Program.

    Our concerns about violations of regulatory requirements pertaining to the
l
    application and maintenance of compensatory measures for the control of access
l
'    into the protected and vital areas were expressed to Florida Power and Light
    Company (FP&L) representatives at the meeting. The issues discussed at the
    meeting and ac' dressed in Inspection Report Nos. 50-250/87-05 and 50-251/87-05,
    dated February 10, 1987, and this report are under consideration for escalated
l    enforcement action. Accordingly, no Notice of Violation is being issued at
l    this time. No response to these items is required. However, please be
    advised that the number and characterization of the violations may change as a
    result of further NRC review.
    It is our opinion that this meeting was beneficial and has provided for a
    better understanding of inspection findings and enforcement issues. In
    accordance with 10 CFR 2.790(d) and 10 CFR 73.21, safeguards activities and
    security measures are exempt from public disclosure; therefore, the enclosures

    to this letter, with the exception of the report cover page which presents a
I    nonexempt summary, will not be placed in the NRC Public Document Room.
