SUBJECT:

UNAUTHORIZED USE OF THE HPN EMERGENCY COMMUNICATION SYSTEM IE' Information Notice 86-97:- Emergency Communication System, dated November 28, 1986, provided information to the licensee concerning the use and operation of the Health Physics Network (HPN) Emergency Communication System.

Specifically it stated, "Its intended use is to permit licensee personnel to transmit health physics and environmental information to the NRC through the Operation Center in Bethdesa, Maryland in radiological events and exercises.

- No other licensee use, other than required

  • testing, is permitted. Licensees must take appropriate pregu.tions to ensure that the telephone is readily available for the purpose described here and for monthly tests. Licensees should ensure that the system is e.ot used for other purposes. The development and implementation of appropriate precautions is left to the discretion of the licensee, but should be consistent with the general administrative controls and procedures of the individual facility."

Recent telephone bills indicate that several licensed facilities are using the HPN phone for purposes other than official government business for which it is provided.  ;

The purpose of this letter is to remind you of the proper use of the HPN and to request that you review the adequacy of the controls and procedures implemented at your facility to limit use of the HPN.
