Dear Mr. Plunkett:

I am responding to your June 26,1998, letter that states your intention to pursue a license renewal application for Turkey Point Units 3 and 4. You also described your plans to submit a i methodology document that delineates the scoping screening process for systems, structures and components, in addition, you indicated in your letter that you intend to use the Westinghouse Owners Group (WOG) aging management reports as references in your license renewal application.

4 Your letteralso requested relief from the Part 170 fees for the staff's review of plant-specific license renewal technical information, applicable to an eventual license renewal application for the first Westinghouse reactor. You state your license renewal application would meet the criteria for relief from fees under the definition of a Special Report in 10 CFR Part 170.3, and 10 CFR Part 170.21, footnote 4, that states fees are not assessed for reports submitted to the NRC, as a means of exchanging information between industry organizations and the NRC for the purpose of supporting i

generic regulatory improvements or efforts. It is not clear that the Turkey Point submittal would warrant a fee waiver, even though you may submit the first license renewal application for a Westinghouse plant. If your submittal, or portions of your submittal when received, meets the criteria for a fee waiver the staff will account for that time separately and no fee will be assessed.

Toward that end, we encourage you to work with the Nuclear Energy Institute License Renewal Working Group to ensure that any lessons you develop in preparing a license renewal application are appropriately included in the industry guidance improvements.

The NRC staff is currently reviewing the schedules, resources, and priorities for all of the efforts related to license renewal. Appropriate resources will be allocated to those generic efforts, including the staff's review of the WOG aging management reports, to support schedules consistent with the importance to the renewal program as a whole and specific license renewal applications that may rely on those generic renewal reports. In particular, staff are reviewing the schedules and resource needs of the WOG technical reports related to license renewal.

The information you shared will be useful for our resource planning, and has identified different ways in which efficiencies could be achieved through generic efforts. The staff will meet with you periodically to discuss the status of your renewal efforts. Based on the feedback from the NRC i
