NOTICE'0F-VIOLATION
(NRC INSPECTION REPORT NOS. 50-250/89-03 AND 50-251/89-03)
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
A. Tillman on February 6-10, 1989. -The inspection included a review of
activities authorized for your Turkey Point facility. At the conclusion of the.
inspection, .the . findings .were discussed with those members of your staff
identified-in'the enclosed Inspection Report.

Areas examined during the inspection ' are . identified in the ' report. Within
these . areas, the inspection consisted of selective examinations of procedures
.
and representative records, interviews with personnel, and observation of.
activit'ies in progress.
The inspection findings indicate that certain activities :ppeared to violate
NRC requirements. The violations, references to pertinent requirements, and
elements to.be included in your response are described in the enclosed Notice
of Violation.
The violations described in the enclosed Notice are similar to violations
contained in the Notice sent to you by our letter dated February 11, 1988.
Because "similar violations," as descrit,ed in the NRC Enforcement Policy, are
'
of significant concern to the NRC, please give particular attention in your
response to the identificat$on cf the root cause of these problems and your
corrective action to prevent recurrence.
We 'are concerned about the
implementation of your security program that permits these repetitive
violations to occur.
Consequently, your response should also describe those
particular actions taken or planned to improve the effectiveness of your
program.
