MEETING SUMMARY - NRC INSPECTION REPORTS NOS. 50-250/87-11 AND

50-251/87-11

This letter refers to the Enforcement Conference held at our request at the

Region II Office on February 23, 1987, and the followup physical security

inspection conducted onsite on March 3-4, 1987.

This meeting concerned

activities authorized by NRC Operating License Nos. DPR-31 and DPR-41 for the

Turkey Point Nuclear Facilities.

The meeting related to programmatic problems

associated with the Turkey Point Physical Security Program.

Our concerns about violations of regulatory requirements pertaining to the

application and maintenance of compensatory measures for the control of access

l

l

into the protected and vital areas were expressed to Florida Power and Light

'

Company (FP&L) representatives at the meeting.

The issues discussed at the

meeting and ac' dressed in Inspection Report Nos. 50-250/87-05 and 50-251/87-05,

dated February 10, 1987, and this report are under consideration for escalated

l

enforcement action.

Accordingly, no Notice of Violation is being issued at

l

this time.

No response to these items is required.

However, please be

advised that the number and characterization of the violations may change as a

result of further NRC review.

It is our opinion that this meeting was beneficial and has provided for a

better understanding of inspection findings and enforcement issues.

In

accordance with 10 CFR 2.790(d) and 10 CFR 73.21, safeguards activities and

security measures are exempt from public disclosure; therefore, the enclosures

to this letter, with the exception of the report cover page which presents a

I

nonexempt summary, will not be placed in the NRC Public Document Room.
