MC9450, MC9451, MC9452, MC9453 AND MC9454)On February 6, 2006, the U.S. Nuclear Regulatory Commission (NRC) staff met withrepresentatives of the Florida Power and Light Company (FPL, the licensee) and its contractor,Sargent and Lundy, at NRC Headquarters in Rockville, Maryland. The purpose of the meetingwas to discuss a proposed submittal to adopt a common Quality Assurance Topical Report (QATR) format for the St. Lucie, Turkey Point, Seabrook and Duane Arnold nuclear plants. The meeting was open to the public as stated in the meeting notice dated January 19, 2006(ML060120135). There were two observers from Southern Nuclear present. Enclosure 1 is a list of attendees. The license presented its purpose and plans for adopting a common QATR and discussed theformat and content of the submittal. Enclosure 2 is a copy of the FPL view graphs presented during the meeting (ML060380561). The proposed program will be modeled on the programsubmitted by Nuclear Management Company (NMC) and approved by the NRC. The staffindicated that the submittal must compare the proposed program to the current commitmentsfor each plant and demonstrate why the safety evaluation for the NMC program is applicable. The licensee plans to make its submittal by early March 2006 and requests NRC staff approvalin 4 to 6 months, so that the QATR can be implemented by the end of 2006. The staff indicatedthat the normal processing period for these requests is approximately 1 year, but it would see what could be done to meet the licensee's need.

OF FEBRUARY 6, 2006, PUBLIC MEETING WITH FLORIDA POWER AND LIGHT COMPANY REGARDING PROPOSED SUBMITTAL TO ADOPT A COMMON QUALITY ASSURANCE TOPICAL REPORT FORMAT (TAC NOS. MC9450, MC9451, MC9452, MC9453 AND MC9454)

On February 6, 2006, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of the Florida Power and Light Company (FPL, the licensee) and its contractor, Sargent and Lundy, at NRC Headquarters in Rockville, Maryland. The purpose of the meeting was to discuss a proposed submittal to adopt a common Quality Assurance Topical Report (QATR) format for the St. Lucie, Turkey Point, Seabrook and Duane Arnold nuclear plants. The meeting was open to the public as stated in the meeting notice dated January 19, 2006 (ML060120135). There were two observers from Southern Nuclear present. Enclosure 1 is a list of attendees.

The license presented its purpose and plans for adopting a common QATR and discussed the format and content of the submittal. Enclosure 2 is a copy of the FPL view graphs presented during the meeting (ML060380561). The proposed program will be modeled on the program submitted by Nuclear Management Company (NMC) and approved by the NRC. The staff indicated that the submittal must compare the proposed program to the current commitments for each plant and demonstrate why the safety evaluation for the NMC program is applicable.

The licensee plans to make its submittal by early March 2006 and requests NRC staff approval in 4 to 6 months, so that the QATR can be implemented by the end of 2006. The staff indicated that the normal processing period for these requests is approximately 1 year, but it would see what could be done to meet the licensees need.
