F January 17, 1986 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-86-07 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verifi-cation or evaluation, and is basically all that is known by the Region II staff on this date.

FACILITY: Tennessee Valley Authority Licensee Emergency Classification:

Sequoyah Units 1 & 2 Notification of Unusual Event Docket Nos. 50-327 & 50-328 Alert Soddy-Daisy, Tennessee Site Area Emergency General Emergency X Not Applicable

SUBJECT:

LOCAL MEDIA INTEREST IN CONTAMINATION ON OUTSIDE OF BUILDING Local media interest developed today after TVA announced to the media that licensee health physics personnel had detected contamination on the outside wall of the condensate demineralizer waste evaporator (CDWE) building on January 15.

The licensee observed what appeared to be boron crystals and wet spots along a crack in the wall. Radiation surveys showed the highest dose rate to be 69 millirem per hour near contact with the wall and less than five millirem per hour at 18 inches frc.n the wall.

Radiochemical analysis indicated the presence of Cobalt-58, Cobalt-60, Manganese-54, and Cesium-137. A small area of soil at the base of the outside wall, about the size of a dinner plate, was contaminated with the highest activity being 2X10 -2 aicrocuries per gram of soil.

The affected area was inside the facility protected area and not in a normal traffic area.

The licensee is analyzing additional soil samples to be certain that the contamination has not spread. Region II will conduct a routine follow-up during the next scheduled inspection.

TVA has been responding to media inquiries prompted by the TVA announcement.

The State of Tennessee has been informed.

Region II received initial notification of this event by telephone from the resident inspector on January 16.

This information is current as of 3:00 p.m. (EST) on January 17.
