SUBJECT:

NON NUCLEAR HEATUP OF SEQUOYAH UNIT 2 TVA has indicated to the Office of Special Projects (OSP) its desire to conduct a non-nuclear heat-up (to Modes 4 and 3 Hot Shutdown and Hot Standby) of Sequoyah Unit 2 before the restart of the plant. Although there is fuel in the core, this non-nuclear heatup would use the plant's Reactor Coolant Pumps as

-the source of heat. Accordingly, the reactor will remain _subcriti_ cal. This preliminary heatup would allow for the performance of required hot operational testing of both primary and secondary. plant systems, early identification of

" cold layup" related equipment problems, and would enable operations personnel to get familiar with hot cperations again. The plant would remain-hot for a specified period and then return to cold shutdown (Mode 5) to complete all remaining restart work. TVA is preparing to conduct valve lineups and is r

discussing'with the staff the work which must-be completed before heatup. The 0SP staff has informed TVA that it will require compliance with all applicable-1

-Technical Specifications during the heat-up unless appropriate exemptions are

.obtained. Also, the staff will require TVA to femally document the basis to

. justify their compliance with the TSs. The stari will issue an SER prior to-heatup; -The major issue delaying heatup-is the repair of about 90 pipe hangers.

TVA anticipates that this work will be completed by the end of November with-heatup in December.
