The information is as initially received without verification or evaluation, and is basically all that is known by the Office of Special Projects on this date.

SUMMARY

OF HIGHLIGHTS OF MEETING BETWEEN NRC AND TVA REGARDING AN INDEPENDENT DESIGN VERIFICATION INSPECTION On June 8,1987, Mr. J. G. Keppler and the Office of Special Projects (0SP) staff met with Mr. S. A. White and.TVA representatives to discuss the contents and implementation of an independent design / construction verification for Sequoyah. The independent verification was the subject of a June 2,1987 letter to Mr. S. A. White from Mr. J. G. Keppler. The letter stated TVA engineering and design efforts to date have not included a vertical review through one or more safety systems that would include significant aspects of i the interactions and interfaces'throughout design, engineering, and construc-tion. Mr. Keppler indicated in the letter that an independent design / cons 1ruc-tion verification-of at least one safety system should be conducted to provide 4 additional assurance that all major design and construction problems have been identified and resolved prior to Sequoyah Unit 2 restart.

During the meeting, TVA asserted that a verification conducted by.its Engineering Assurance organization would provide the requisite degree of independence and could be conducted faster than if TVA was required to hire an independent contractor to perfonn the verification. However, Mr. Keppler

  • decided that the verification should be conducted by either an independent contractor or the NRC. Since TVA indicated.it was unable at that time to commit to hire a contractor, it was determined that the NRC with contractor assistance would perform an Integrated Design Inspection (IDI). The IDI will be conducted by the NRC on the Essential Raw Cooling Water System at Sequoyah Unit 2.

Also discussed during the meeting were the missing civil engineering calcula-tions. Mr. Keppler informed TVA that to the extent practical all 5,000 missing calculations should be regenerated prior to the restart of Sequoyah Unit 2.
