NOTICE OF VIOLATION Tennessee Valley Authority Docket Nos. 50-327 and 50-328 Sequoyah Nuclear Plant License Nos. DPR-77 and DPR-79 During an NRC inspection conducted from June 23-27,1997, a violation of NRC
. requirements was identified. In accordance with the " General Statement of Policy and

Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:
The licensee's Physical Security Plan, Revision 0, dated November 20,1995, Paragraph 5. O, Total Loss of Security Electronic Equipment, states that 'Within ten (10) minutes from the total loss, Members Security Force shall be posted in position which shall afford surveillance of the entire protected area perimeter."
i Contrary to the above, on June 27,1996, the licensee had a loss of secunty electronic equipment and failed to post officers in a position to provide surveillance of the entire protected area perimeter.
This is a Severity Level IV Violation (Supplement Ill).
The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence and the date when full compliance was achieved is already adequately addressed on the docket in Inspection Report Nos. 50-327/97-07 and 50-328/97-07, dated July 24,1997. However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position. In that case, or if you choose to respond, clearly mark your response as a " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTH: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region ll, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation.
If you choose to provide a response, the response will be placed in the NRC Public Document Room (PDR). To the extent possible, it should not include any personal privacy, proprietary, or safeguards information so that it can be placed in the PDR without redaction.
