November 7, 1988 Docket Nos. 50-327/328 Mr. S. A. White Senior Vice President, Nuclear Power Tennessee Valley Authority l 6N 38A Lookout Place 1101 Market Street l Chattanooga, Tennessee 37402-2801 Cear Mr. White:

SUBJECT:

DIESEL GENERATOR IMPROVEMENT PLAN - SEQUOYAH NUCLEAR PLANT, UNITS 1 j AND 2 (TACS R00390, R00391)

\

By letter dated July 8,1988, the Tennessee Valley Autiiority (TVA) submitted its plan to improve the emergency diesel generators (EDGs) transient voltage response. TVA committed to submit this plan in its letter dated March 3, 1988.

The factors that were to be considered in this plan were discussed in the Sequoyah Nuclear Plant Diesel Generator Evaluation Report (50GER) that was submitted to NRC by letter dated February ?9, 1988.

The staff reviewed the above TVA letters in its review of the EDG loading analysis. This was for the restart of Unit ? in May 1988 from the previous extended outage. The staff concluded in Section 2.3.3.2.1(4) of its Safety Evaluation Report (SER) on the Sequoyah Nuclear Performance Plan, NUREG-1732, Volume 2 dated May 18, 1988, that the EDGs were acceptable for the restart of Unit 2 but noted its reliance on TVA's comitment to improve the EDGs for the plant. TVA submitted the above rian to improve the EDGs transient voltage response to meet this comitment.

The staff's evaluation of the EDGs for tFe restart of Unit 1 from its current extended outace will be included in its SER on Unit 1 which is a supplement (or SSER) to NUREG-1232 Volume 2. The preliminary SSER was issued in the staff's letter dated September 21, 1988. A revision to this SSER including the staff's evaluation of the EDGs for Unit I restart was issued on November 3, 1988 A f0I E t 8811140154 881107 i ADOCK 0500 7

o Mr. S. A. White November 7, 1%$8 Enclosed is the staff's SER of TVA's improvement plan for the EDGs transient  !

voltage response. The staff concluded that the plan is acceptable and should ,

improve the EDGs transient voltage response. The staff will monitor these l modifications to improve the EDGs. These modifications remain scheduled by TVA for completion prior to the restart of Unit 1 from the Unit 1 Cycle 4 refueling outage. This is acceptable to the staff.

Sincerely.
