OF THE STAFF ELECTRONIC AUDIT TO SUPPORT ADOPTION OF TECHNICAL SPECIFICATION TASK FORCE -

425, REVISION 3, FOR MONTICELLO NUCLEAR GENERATING STATION RISK-APPLICATION LICENSE AMENDMENT REQUEST (EPID NO. L-2018-LLA-0434)

U.S. Nuclear Regulatory Commission (NRC) staff from the Office of Nuclear Reactor Regulation, Division of Risk Assessment, Probabilistic Risk Assessment (PRA) Licensing Branch A, and one staff member from Pacific Northwest National Laboratory conducted an electronic audit of the Northern States Power Company (NSPM, the licensee) program for the Monticello Nuclear Generating Plant (MNGP) License Amendment Request (LAR) to adopt Technical Specification Task Force (TSTF) Traveler TSTF-425, Revision 3, Relocate Surveillance Frequencies to Licensee ControlRITSTF [Risk-Informed TSTF] Initiative 5b.

The electronic audit was performed to facilitate the staff review of plant specific information that would support identified request for additional information. The audit focused on technical acceptability of the licensees PRA; the Independent Assessments performed for the Findings &

Observations Closure Reviews in October 2017; and the licensee proposed approach for adoption of TSTF-425, Revision 3, consistent with NEI 04-10, Revision 1, Risk-Informed Technical Specifications Initiative 5B, Risk-Informed Method for Control of Surveillance Frequencies. In general, the electronic audit consisted of a review of PRA documentation and the Independent Assessment reports provided by NSPM on an internet portal, CERTREC.

The request for an electronic audit for NRC staff review of the licensees LAR for adoption of TSTF-425, Revision 3, for MNGP was initiated on June 20, 2018. The enclosure contains a list of documentation provided by the licensee on the CERTREC portal reviewed by the staff during the electronic audit.
