Document Control Desk NRA/DEA: RO Washington, DC20555-0001 Docket Nos.:50-338 50-339 License Nos.:NPF-4 NPF-7 VIRGINIA ELECTRIC ANDPOWER COMPANY NORTHANNAPOWERSTATIONUNITS1AND 2

SUPPLEMENT TOPROPOSED LICENSE AMENDMENT REQUEST TO CHANGEBATTERYSURVEILLANCE REQUIREMENTS Byletter dated December 17,2020(Agencywide Documents Access andManagement System(ADAMS)

Accession No.ML20352A394)

[Reference 1),Virginia Electric and PowerCompany(Dominion EnergyVirginia) requested changes totheTechnical Specifications (TS) forNorth AnnaPowerStation (NAPS)

Units 1and 2.Specifically, the proposed amendment revises NAPSTS3.8.4, "Electrical Power

Systems, DCSources Operating,"

Surveillance Requirements (SRs) 3.8.4.2 and3.8.4.5by adding new acceptance criteria foreachsafety-related battery thatspecify a total connection resistance value asestablished byNorth Annacalculations.

Theinter-cell connection resistance value of1.5E-4 Ohmcurrently specified inTS 3.8.4 isnon-conservative

ifall, oraconsiderable
number, oftheconnections arepostulated to beattheTSlimit
value, since theacceptable total battery connection resistance value wouldbeexceeded.

Thenewacceptance criteria will confirm thatthetotal battery connection resistance iswithin pre-established limits andensures that thebatteries will perform their specified safety function bymaintaining required battery terminal voltage underdesigned load conditions.

Following submittal oftheDecember 17,2020license amendment request (LAR),

itwas identified thattheproposed TS SRsestablished unintentional conditions requiring verification ofthenewacceptance criteria.

Asaresult, therevised TSpagesprovided in theattachment ofthis LARSupplement supersede Attachments 2and3oftheDecember 17,2020LARintheir entirety.

Theinformation provided inthis LARSupplement doesnotaffect theconclusions ofthe no significant hazards evaluation andtheenvironmental considerations evaluation
