Dear Mr. Clements:

I am responding to the letter from Angus R. Love, counsel for the Graterford inmates, dated June 18, 1986, which I received on June 24, 1986. In his letter, Mr. Love accuses me of providing Atomic Safety and Licensing Board Chairman Helen Hoyt with "various trade publications" regarding emergency planning requirements "on a regular basis."

l I do not know what document (s) Mr. Love is talking l about, and I did not provide any such " trade publications" to Chairman Hoyt.

l Because Mr. Love asserts that he " witnessed" something, presumably at a prehearing conference or hearing, I checked with other counsel and representatives of the parties to see I

if they could shed any light on the subject. Specifically, I spoke with Ralph Hippert, a Deputy Director of the Pennsylvania Emergency Management Agency, Theodore Otto, l counsel for the Pennsylvania Department of Corrections, and
