Dear Board Members:

As set forth in " Licensee's Proposal for Resolution of Remanded Issue Regarding the Availability of School Bus Drivers for the Owen J. Roberts and Spring-Ford School Districts," dated June 16, 1986, and in my letter dated June 27, 1986, the Licensee advised that, as of the date of the filing, 570 Philadelphia Electric Company employees had volunteered to drive buses.

Accompanying each document were proposed stipulations among the parties for the resolution of the remanded issue.

The second proposed stipulation contained clarifying lan-guage suggested by PEMA.

By a filing dated July 10, 1986, postmarked July 11, and received in our office on July 16, LEA rejected the proposed stipulation and demanded a hearing. In the confer-ence call arranged by the Licensing Board on July 17, 1986, the Board directed the hearing would be held on August 18, 1986 and, if necessary, on August 22, 1986.

In preparation for the hearing, Licensee conferred with the responsible authorities from PEMA, Chester and Montgomery Counties, and FEMA, Region III, who have 8607290111 860724 PDR ADOCK 05000352 G PDR Yb

- July 24, 1986 Paga 2 reassessed the number of additional drivers in the event a school evacuation were necessary. Such reassessment has led to a determination that a total of 200 qualified, trained, licensed and available school bus drivers would be adequate to meet the Counties' needs.

The purpose of this letter is to notify the Board and parties that our testimony to be presented at the hearing will reflect this new number of qualified volunteers. The names of the remaining volunteers will be maintained on file so that they can be utilized in the event that they may be needed as replacements in the future.

We will ask Timothy R. S. Campbell, Director, Depart-ment of Emergency Services, County of Chester, and A.

Lindley Bigelow, Coordinator of Emergency Preparedness for Montgomery County, to appear as witnesses to confirm this information in addition to the witnesses I already iden-tified during the conference call.

During the conference call, the Board ordered that LEA could depose ten of fifteen individuals selected from the 570. The Licensee will include the fifteen selections by LEA in the group of 200 who will be trained and qualified.
